About The Joint Powers Authority

The Santa Clara County Library District Joint Powers Authority (JPA) is the governing board for the County Library.  The role of the JPA is to provide policy direction and governance for the Library District.  The JPA membership consists of a City Council representative from each of our jurisdictions including the cities of Campbell, Cupertino, Gilroy, Los Altos, Los Altos Hills, Milpitas, Monte Sereno, Morgan Hill, Saratoga and two County Supervisors from the County of Santa Clara.
